Everywhere on the web I find that the hex code #9AD9EB is officially named Cornflower blue and the proper hex code for Non-photo blue is #A4DDED. Which color is the blue supposed to be? |

It all depends on the color system used. For instance, blue of the web colors list has the hex code #0000FF, while blue in Pantone or RAL systems will have a different code. On SchemeColor.com, whenever possible, the color names from X11 and web colors lists take precedence over other lists. Cornflower blue has the hex code #6495ED as per X11 list. |
